General Description The City of Madison is hiring a Real Estate Specialist! This is entry-to-mid level professional real estate work encompassing the acquisition, sale, lease and management of real property and property interests for the City, together with work to support public and private development planning and implementation. The work at this level is characterized by knowledge of more standardized elements of governmental real estate acquisition and administration, progressing to the use of more independent judgment and discretion in the full range of real estate program activities. Work is performed under the direction of the Office of Real Estate Services Manager and/or other higher level Real Estate Specialist.
Candidates may not possess all of the skills listed below. Importance and emphasis are also placed upon those candidates that may have limited governmental real estate experience. We are looking for candidates with some real estate experience as explained below with a desire to learn and ability to be trained to perform a diverse workload.
Initial placement in the Real Estate Specialist 1 - 2 class series is determined for each employee based on their training and experience at time of hire. Starting pay is negotiable within the range and will be commensurate with the selected candidate's experience. This series is structured to provide advancement from Real Estate Specialist 1 to Real Estate Specialist 2 as a function of the employee's career development and generally occurs after two years.
Real Estate Specialist 1(CG18, R6), $68,834 - $81,047: This is entry-level professional real estate work encompassing the acquisition, sale, lease, and management of real property interests for the City, and related administrative work. The work at this level is characterized by knowledge of the more standardized elements of municipal real estate acquisition and administration and progressively more responsible assignments in all phases of the work. Work is performed under the direction of the Real Estate Supervisor and/or other higher level Real Estate Specialists.
Real Estate Specialist 2 (CG18, R8), $74,663 - $88,600: This is journey-level professional real estate work encompassing the acquisition, sale, lease and management of real property interests for the City, and related administrative work. The work at this level is characterized by independent judgment and discretion in the full range of real estate program activities. Work is performed under the general supervision of the Real Estate Supervisor and/or the oversight of higher level Real Estate Specialists.

Examples of Duties and Responsibilities - Complete real estate acquisitions through arm's length negotiation and/or the use of condemnation under Chapter 32 Eminent Domain Statutes.
- Administer the disposal of City-owned surplus lands.
- Facilitate public and private development projects with an understanding of applicable state statutes and City ordinances.
- Perform real estate appraisal reviews.
- Accurately draft legal documents such as deeds, licenses, leases, contracts and agreements.
- Interpret and utilize engineering maps and plans.
- Review and understand title reports ordered for various project needs, as well as manage contracts with title companies.
- Review Subdivision Plats and Certified Survey Maps to ensure compliance with State statutes.
- Administer the City's Privilege in Streets application process, including the negotiation and drafting of Encroachment Agreements.
- Negotiate and draft leases for the City as Lessor and/or Lessee.
- Draft and administer resolutions to the City's Common Council.
- Manage City-owned properties including but not limited to rent negotiation, ongoing property maintenance needs, and any related consultant contracting requirements.
- Assist with relocation consultant oversight.
- Administer Environmental Site Assessment phases on City-owned properties and lands identified for purchase.
- Assist higher level Real Estate Specialists with more complex projects.
- Collect data to answer general staff and/or public inquiries.
- Contribute to the ongoing maintenance of the Real Estate Database, as well as manage and organize information in shared electronic files.
- Support City programs and services by staffing various boards, committees and commissions, as needed.
- Assist other City agencies with their real estate needs, including, but not limited to: acquisition, disposal, leasing, licensing, easements, property title review, and the drafting and review of various public and private legal agreements, in consultation with the Office of the City Attorney.
- Assist and inform the public on obtaining various City applications, approvals, licenses, and/or permits that may be required during the planning of public and/or private development projects.
- Perform related work as assigned.
Minimum Qualifications - One (1) year of varied professional real estate experience involving right-of-way acquisition negotiation required for public infrastructure projects and/or private arm's length real estate transactions; real estate appraisal; real estate paralegal; real estate title examiner/closing agent; commercial broker; real property manager; leasing or land surveying. AND
- Graduation from an accredited college or university with a Paralegal Associate degree (with a real estate emphasis), OR a Bachelor's degree in Real Estate, Economics, Business Administration or a related field.
If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience: Two (2) years of experience applying the following:
- Theories, principles, practices, documents and laws pertinent to real estate acquisition, and disposal.
- Legal instruments relevant to real estate transactions and preparation of real estate legal documents.
- Computer software applicable to the duties of the position.
- Real estate appraisal completion and/or review.
- Negotiation and understanding of easements.
- Commercial real estate leasing and/or property management.
Familiarity with the following:
- Relevant real estate appraisal principles and processes.
- Property rights.
- Residential and commercial relocation practices and procedures.
- Property management considerations to include lease development, property management factors, etc.

Physical Requirements :
The employee will be expected to travel to City-owed property, property under consideration for acquisition, properties seeking City approvals for public and/or private development projects, and/or properties requiring property management.

Leave Vacation is earned upon starting employment and can be used after completion of probation. The general vacation schedule is below.

Employees earn 3.5 personal days in addition to vacation.
