Job Description:
Position Title: Long-Term Care Ombudsman
Division: Human Services
Work Location: 22 Spiral Drive, Florence
Salary: $37,000 - $41,000 a year.
Exempt Status: Non-Exempt
Supervisor: District Long-Term Care Ombudsman

Position Purpose:
Assists in providing long-term care ombudsman services for the Northern Kentucky Area Development District. This includes assisting with the performance of complex, professional advocacy, investigative, program education, and promotional work to protect residents’ rights and enhance the quality of care and quality of life for older, disabled, and mentally ill adults in facilities throughout the eight-county region served by the Northern Kentucky Area Development District.

Responsibilities/ Duties:
Essential:
  • Acts as advocate for long-term care and group family care home residents by investigating and resolving complaints received.
  • Observes and investigates reports made regarding care and/or other complaints; documents findings; meets with facility management to report findings and negotiates a plan of correction with a timeline; refers serious findings to the appropriate state agency; prepares a final report and maintains related files; maintains confidentiality of clients during the investigation of complaints.
  • Monitors and stays current on governmental laws, regulations, and procedures affecting long-term care facilities and residents.
  • Provides services to assist residents in protecting their health, safety and welfare, and rights.
  • Establishes resident long-term care councils.
  • Assists the District LTC Ombudsman in providing staffing services for LTC Advisory Council including scheduling meetings, drafting correspondence, arranging programs.
  • Participates in required meetings and training sessions.
  • Assists the District Long Term Care Ombudsman in representing the Ombudsman program to the public and local government.
  • Assists the District Long Term Care Ombudsman in the Recruitment, training, and supervision of certified volunteers to visit nursing facilities and resolve complaints, when necessary.
  • Assists the District Long Term Care Ombudsman in recruiting, training, and supervising friendly visitors to visit in nursing facilities, when necessary.
  • Prepare information for the public and organizations regarding long-term care.
  • Participate in local elder abuse coordinating council.
  • Conducts facility visits at least once per quarter.
  • Maintains all documentation in state-required database.
  • Perform other activities/special projects as assigned.
  • Desired Minimum Qualifications: Bachelor’s degree from an accredited four-year college or university (preferably in human services field). Ombudsman must be certified by the State Long Term Care Ombudsman Program. Experience in ombudsman or long-term care facilities a plus.


Knowledge, Skills, and Abilities:

  • Ability to organize, supervise, monitor, arbitrate, and negotiate.
  • Tact, initiative, resourcefulness, diplomacy, and sound judgment.
  • Knowledge of human resources planning and development and familiarity with long term care health system.
  • Ability to prepare correspondence.
  • Ability to communicate ideas effectively both orally and in writing.
  • Possess the ability to establish and maintain effective working relationships with employees, volunteers, boards, elected officials, governmental officials and public.


Special Position Requirements:

  • Possess a valid driver’s license and the ability to operate a motor vehicle in a safe manner. Moderate local travel and limited out-of-area travel are required for this position.


Work Requirements:

  • Work is performed typically indoors in an office setting.
  • It requires intermittent standing, sitting, or stooping. Work requires consistent use of computer and phone system as well as other office equipment as well as mental capabilities.
  • Some travel is required.
