This position is located Dayton Veteran Affairs (VA) Medical Center in Dayton, Ohio and is responsible for planning and implementation of interior design projects. The incumbent serves as an advisor and consultant to the Principal Interior Designer, Engineering Service, in developing interior design projects for the Medical Center and all outlying areas of responsibility.

Major duties and responsibilities include but are not limited to:

* Prepares plans, which include working contract drawings, specifications, scope of work for construction, and minor improvement projects using AutoCAD architectural software.

* Prepares drawings, estimates, specifications, and scope of work for architectural drawings to be used for in-house construction or documents used to bid a job with an outside contractor.

* Prepares drawings, documents, finish schedules, furniture specifications, and orders in healthcare specialty areas and ensures compliance with all applicable mandates, procurement regulations, and accrediting agencies for passage of inspections and accreditation.

* Conducts site visits during construction and/ or renovations and prepares pre and post-occupancy evaluations of site.

* Ensures construction work areas and practices are managed in accordance with safety standards.

* Prepares interior design budgets to include interior design yearly budget and recurring and non-recurring funds, verifying receipt of orders and coordinating installations.

* Maintains files which contain control point activity, budgeting and cost accounting information, reconciling fund controls and requesting additional funding when necessary.

* Analyzes client needs while proposing options and developing specific solutions within various health and safety codes and standards such as Fire and Life Safety Codes, The Joint Commission, Occupational Safety and Health Administration (OSHA), Health Insurance Portability and Accountability Act (HIPAA), and special VA regulations.

* Makes selections of upholstery fabrics, window treatments, carpet, furniture, vinyl, composition tile, sheet vinyl, wall art, wall coverings, signage, and accessories in accordance with all applicable codes, policies, and governing or accrediting bodies.

* Serves as technical representative expert regarding space planning, space function, and special occupancy concerning common areas, such as corridors for traffic flow and egress and specialty spaces.

* Serves as the Contracting Officer's Representative (COR) for contracts for construction, renovation and furniture projects.

* Negotiates contracts, with the assistance of the medical centers contracting officer, for construction and renovation projects.

* Administers contracts for compliance, evaluates submissions and processes payment applications and invoices within required time frames.

* Other related duties as assigned.

**Work Schedule:** Monday - Friday, 8:00am - 4:30pm.

**IN ORDER TO QUALIFYING FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING:**

**SPECIALIZED EXPERIENCE:** You must have at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Interior Designer position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience is experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

****EDUCATION SUBSTITUTION:**** You must have successfully completed a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree, or LL.M., if related, with major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: Transcripts must be submitted with your application; or copy of your NCIDQ certification to receive consideration. Education cannot be credited without documentation.
