Job Description

This is a limited continuous filing exam. Next filing cut-offs are at 5:00 pm on:

9/13/24, 10/11/24, 11/8/24 (final)

Under close direction, install, service, and maintain electrical wiring systems and equipment in various municipal buildings, parks, stations, plants, street lighting and fire alarm systems. Knowledge of

* Theory of electricity

* Practices, tools, equipment, and materials used in the electrical trade

* Installation, operation, and maintenance of electrical equipment, apparatus, and instruments

* Laws, rules and standards pertaining to electrical construction and maintenance

* Hazards involved in working around energized lines and equipment

* Standard safety practices as prescribed by the California Occupational Safety and Health Act and the California Division of Industrial Safety

* National Fire Protection Association (NFPA) 70E Safety Requirements

* Applicable laws, rules and regulations related to the electrical trade

* Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment

* Basic arithmetic (i.e., addition, subtraction, multiplication, division, decimals, percentages, ratios, and fractions)

* English usage, spelling, grammar, and punctuation

* Principles of effective customer service

Ability to

* Read, follow and interpret electrical three line or single line diagrams of electrical circuits and locate equipment or devices including Supervisory control and Data Acquisition (SCADA) systems

* Plan electrical wiring systems

* Read blueprints and compile material lists

* Understand and follow verbal and written instructions

* Operate a variety of motor vehicles, such as aerial trucks and aerial lifts; power tools, test equipment and hand tools

* Use department computer software programs and modules

* Perform diagnostics to determine faults and logic problems

* Operate a laptop to troubleshoot and determine machine control Programmable Logic Control (PLC) faults and logic problems

* Document machine control Programmable Logic Control (PLC) and control circuit modifications

* Interpret manuals, factory schematics, and reference materials to implement innovative solutions to complex problems

* Communicate clearly and concisely, both verbally and in writing

* Establish and maintain cooperative, effective working relationships with customers, co-workers, other agencies and the general public

* Analyze situations accurately and adopt an effective course of action

* Effectively organize and prioritize work assignments

* Keep accurate and orderly records

* Make arithmetical computations accurately and rapidly

* Maintain confidential information

* Interpret and apply applicable federal, state, and local laws, codes, and regulations

* Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met

Minimum Qualifications

Either: Successful completion of five year state accredited electrical apprenticeship program in a commercial and/or industrial environment.

Or: Five years of full time paid experience performing work as an electrician.

Note: A General Building Contractor license will not be accepted as a substitute for the minimum qualifications stated above.

Note: If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications

Criminal History and Background Checks:

The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history checks where authorized by Labor Code section 1024.5, Social Security Number verification, professional license/registration verification, military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection process. In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.

License Requirement:

A valid California Driver License, Class C or higher, shall be required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License and endorsement, or comply with state and federal requirements for utilization, may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.

Compliance with California Code of Regulations:

Positions in this class are required to comply with Title 8 of the California Code of Regulations, General Industry Safety Orders, Section 5144, Respiratory Protection (T-8 CCR, GISO, 5144), current County Policy regarding Respiratory Protective Equipment and any departmental policy and training regarding the proper use (clean shaven for proper tight fit of respirator), care and maintenance of respiratory protective equipment.

Physical Requirements:

Positions in this class require the incumbent to be able to:

* Carry 15 pounds of equipment for over 100 feet.

* Go up and down flights of stairs and climb a ladder.

* Work in a bent, kneeling, or prone position for over 15 minutes at a time.

* Work while standing or kneeling for extended periods of time and wearing personal protective equipment.

* Enter and exit through restricted entrances of 30 inches in diameter and work in awkward positions in tight spaces.

* Demonstrate color vision sufficient to distinguish the colors of electrical wiring.

* Have normal sense of smell and normal or corrected vision and hearing to observe process and equipment functions for normal and abnormal occurrences.

* Have normal sense of touch to detect abnormalities in temperature, flow, and vibration.

* Lift and carry equipment weighing up to 50 pounds without assistance.

* Lift and carry equipment weighing in excess of 50 pounds with assistance.

Working Conditions:

Positions in this class require the incumbent to:

* Work outside in all types of climatic conditions including inclement and very hot weather.

* Work in loud or noisy areas.

* Work in enclosed tight spaces.

* Work alone for extended periods of time.

* Work around machinery and equipment with moving parts.

* Work around dust, dirt, noise, fumes and /or odors, contaminated and non-contaminated water.

* Work various shifts, overtime, weekends, holidays and non-routine hours.

Probationary Period

The probationary period for this classification is six (6) months.

FORMULA RATE EXAMINATION (Weighted 100%)

All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.

This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
