Business Analyst 2 Department of Public Safety Hybrid onsite 2 days/week Columbus OH A Department of Public Safetyis seeking an experienced Business Analyst 2 (BA2) to gather and analyze information from stakeholders, business owners, customers, and management to determine needs, expectations, project requirements, and priorities for implementing IT processes and solutions. The selected candidate will play a key role in identifying business needs and ensuring they are effectively translated into technology solutions. Responsibilities: Conduct detailed business analysis by gathering, documenting, and analyzing requirements from stakeholders. Collaborate with technical teams and business units to bridge communication and translate business needs into functional IT requirements. Facilitate meetings and requirements-gathering sessions, ensuring all stakeholders' voices are heard and business needs are clearly defined. Lead and participate in process re-engineering efforts to enhance efficiency and optimize workflows. Develop and maintain business process flows using tools such as Microsoft Visio , including standard flowcharts and swim lane diagrams. Create and maintain test conditions, test cases, and test scenarios for system validation. Analyze user needs, conduct fit-gap analysis, and document findings effectively. Utilize project management tools such as Microsoft Project or Clarity to develop and maintain a Work Breakdown Structure (WBS). Maintain project documentation using collaboration tools such as Microsoft Azure DevOps, JIRA , or similar platforms. Work independently or as part of an Agile team to ensure project objectives are met within specified timelines. Ensure clear and effective communication across business and functional lines. Required Skills & Qualifications: 4+ years experience as a Business Systems Analyst within the past 8 years . 4+ years experience eliciting and defining system and user requirements through observation, interviews, and analysis. 4+ years experience working with end-users to define requirements and provide technical advice in a large-scale environment . 4+ years experience translating customer needs into formal business requirements. 3+ years experience interviewing non-technical end users to determine and document business process flows. 2+ years experience in Business Process Re-engineering . 3+ years experience using Visio to create business process flows. 3+ years experience developing test conditions, test cases, and test scenarios . 4+ years experience conducting fit-gap analysis to align business needs with technology solutions. Demonstrated experience working on at least two (2) large-scale software development or implementation projects (2,000+ FTE hours each). Proven ability to use project management software (e.g., Microsoft Project or Clarity) for WBS development and maintenance . 4+ years experience utilizing business requirements tracking tools to record and prioritize requirements. Strong systems process and data mapping experience with the ability to create detailed documentation. Experience with large organizations 3+ years experience working in Agile environments (Scrum, Kanban) , with strong expertise in Agile frameworks and methodologies. Proficient in English , both verbal and written communication, with strong facilitation and negotiation skills. Ability to work both independently and collaboratively as part of a cross-functional team. Work Environment: This position operates in a hybrid work model, primarily remote with onsite presence required as needed . Candidates must have the flexibility to report onsite upon request.
