Job Description PURPOSE OF POSITION:
Organizes, directs, coordinates, and evaluates patient care services to include nursing service and nursing education programs within the hospital, hospital center, or diagnostic and treatment center; performs related tasks.
Areas Of Responsibilities - Reviews and evaluates existing policies, procedures, systems, and work methods.
- Directs the installation of improved work methods and procedures to ensure achievement of program objectives.
- Communicates and implements administrative policies and ensures compliance with such policies.
- Develops long and short-term planning strategies relating to systems and program development, optional utilization of staff equipment and facilities, etc.
- Reviews federal, state, and local legislation to determine present and future impact on the operation.
- Meets consistently with managerial personnel to help resolve administrative problems.
- Reviews and analyzes departmental operational and organizational responsibilities and makes recommendations to enhance the efficiency and effectiveness of the department's operations.
- Oversees all nursing data management and reporting systems.
- Participates with leaders in assuring staff adherence to all NYS/NYC, CMS, OASES, and Joint Commission regulatory requirements. Keeps abreast of regulatory standards as it applies to areas of responsibility and overall patient care management.
- Participates with leaders from management, nursing, medical and clinical staff, in developing and maintaining a risk management and quality management program.
- Is authorized and responsible for establishing standards of nursing practice.
- Participates in evaluating, selecting, and integrating healthcare technology and information management systems that support patient care needs and the efficient use of nursing resources.
- Participates in hospital administrative systems to coordinate patient care requirements for nursing and patient care with available resources.
- Participates in establishing new programs and new units to assure the adequacy of nursing and patient care resources.
- Participates in decisions relative to admission/ transfer of patients to assure the ability of nursing staff to assess and meet patient care needs.
- Supports operations of Guest Relations in collaboration with the Department Director. Ensures timely responses from Nursing Leadership for all complaints and grievances.
- Supports Administrative Operations of the Emergency Department in collaboration with the AED.
- Develops, in collaboration with nursing, physicians, administrators, and other appropriate staff, hospital-wide patient care standards, policies, and procedures, which describe how the nursing and patient care needs of patients are assessed, evaluated, and met.
- Participates with leaders from management, nursing, medical, and clinical staff, in planning for adequate physical facilities and equipment that are suitable to serve our mission.
- Formulates annual goals for Nursing and Patient Care Services with the overall annual goals of the facility.
- Participates with leaders from management, nursing, medical, and clinical staff in the development and maintenance of an effective safety management program.
Fiscal Management - Develops and implements fiscal and nursing administrative procedures to ensure compliance with the facilities management and financial goals and objectives.
- Directs the preparation of the nursing department's annual budget in accordance with the objectives as set forth by the Executive Director/Senior Vice President.
- Responsible for the Department of Nursing and Patient Care Services financial plan and resource allocation.
- Assures systems are implemented for adherence of Nursing and Patient Care Services to its budgetary plan and to the financial plan for Lincoln Medical and Mental Health Center and the off-sites.
- Disseminate information related to the financial status of nursing leaders.
Professional - Demonstrate visionary leadership through the development of strategic plans for the Department of Nursing.
- Participates in the activities of the profession through membership, committee leadership lectures, and panel presentations on the state and local levels when applicable.
Recruitment And Retention - Participates in the recruitment process.
- Monitors staff retention, identifies staffing issues and evaluates overall orientation and staff development process. Identifies the learning needs of the staff.
- Encourages open communication with staff.
- Ensures performance appraisals are ongoing, objective, and submitted according to hospital policy.
- Ensures the implementation of the disciplinary process is appropriate.
- Ensures appropriate follow-up to the disciplinary process.
Minimum Qualifications - Valid New York State license and current registration to practice as a Registered Professional Nurse (RN) issued by the New York State Education Department (NYSED); and,
- A Masters Degree in Nursing Administration or a related field; and,
- Eight (8) years of satisfactory nursing experience, six (6) years of which must have been in administration or management; or,
- A satisfactory equivalent of education, training and experience. However, all candidates must have at least a Baccalaureate Degree or higher in Nursing, and be licensed and currently registered to practice as an RN in New York State.
